Assigning Correct AR Numbers

This fix applies to auto-generated service tickets where the AR number is not set by the automated process. When assigning an AR number to a ticket, the system will perform the following searches to find an AR number:
- The system will first attempt to find an active AR number that is valid for service invoices.
- If no number meeting the above criteria is found, the system will next attempt to find an active AR number.
- If no number meeting the above criteria is found, the system will next attempt to find an inactive AR number that is valid for service invoices.
- If no number meeting the above criteria is found, the system will next attempt to find any inactive AR number.
